Planning committee approves Remlock Phase 7 preliminary plat after questions about utilities and stormwater

The Waterloo Planning Committee approved the Remlock Phase 7 preliminary plat at its meeting, moving the project on to the full city council for final consideration. Chair made the motion to approve "as presented" after staff briefed the committee on utility and connectivity details.

Staff member said the plan had been reviewed by public works and "the planning commission gave it a favorable recommendation," and noted the developer put a 30-foot setback around the subdivision for utilities. The staff presentation described a planned looped water line that would connect near the health center and extend into the adjacent Deer Ridge subdivision, and said the plat will connect Ridgemont to Legacy to satisfy the comprehensive plan's connectivity expectations.

Committee members questioned whether a pedestrian walkway between Remlock and Deer Ridge should be required; staff said the planning commission recommended the connection but the current developers were not set on building it and final Deer Ridge plans have already been finalized, meaning a change would require revised plans. On the stormwater question, staff pointed to a retention area "upper left" on the plan that would sit behind lots rather than along the street.

One committee member asked whether the water line would loop; staff replied, "Yes," and explained how the loop would tie into existing mains. The committee also discussed impacts to sidewalks, hydrant placement and the cost and timing implications of additional connections.

Chair moved the recommendation to approve the preliminary plat "as presented." The transcript records a voice vote in which attendees responded "aye;" individual roll-call votes were not recorded in the transcript. The committee's recommendation will be forwarded to the city council for final approval.
