City Attorney Scalf presented a first reading of an ordinance to authorize a ground lease with United Contractors Midwest for property at 101 Tower Road; Scalf said the draft lease would set annual rent at $10,000 for the first 10 years, with renewal options and rent increasing to $12,500 per year thereafter. He also presented the first reading of a special-use-permit ordinance for a driveway expansion at 410 Candy Lane; Planning Commission had voted 8'0 to grant the special use with conditions including Ameren approval for driveway placement. Both ordinances were read for first reading and will be discussed at the Committee of the Whole.
