Council approves structural evaluation for Glenwood Pool; packet shows conflicting cost figures

Summary
City staff recommended hiring TWM to conduct a structural evaluation of Glenwood Pool; the council approved the proposal, but the meeting packet and the motion contain inconsistent contract amounts ($313,400 vs. $13,400).
Public Works Director Miss Ortman told the council she had inspected Glenwood Pool and asked the city to hire TWM to perform a complete structural evaluation of the pool shell, underside and liner to determine what work is required to open safely in spring.
"I'm not a structural engineer... that's why I'm asking that we hire TWM to send their structural engineers over and do a complete evaluation," Ortman said, specifying a full inspection to provide a report on needed repairs.
The agenda packet accompanying the item included a memo and photographs. The packet at one point lists a TWM proposal amount of $313,400. During the motion the chair and aldermen moved to "authorize and accept the proposal from TWM in the amount of $13,400 for structural [evaluation]," and the motion was seconded and approved by roll call (all ayes). The discrepancy between the packet figure and the motion's stated figure was not resolved during the meeting.
Alderman Dorsen said he had seen the pool's underside in earlier decades and expressed reluctance about large-scale spending but supported the limited evaluation motion.
Council recorded the roll call as unanimous in favor of authorizing the proposal; the contract amount to be executed should be confirmed in city procurement records because the meeting record contains conflicting figures.
