The measure, which had its second reading at the meeting, follows an 8–0 vote by the Planning Commission in favor of the permit and a staff report that the Office of Community Development received no written comments for or against the request. If the ordinance is finalized, the permit will be issued only after the property owner submits engineered stormwater calculations to support proper sizing of a drainage culvert; staff will then update the city’s official zoning map.
City attorney staff explained that the ordinance implements procedures required by the Illinois Municipal Code for changes to zoning and special-use permits. Council members did not request additional changes during the second-reading motion and approved the ordinance by roll call.
The council’s action directs community-development staff to update the City of Macomb zoning map and the clerk to publish a full-size copy of the map for inspection and sale per the municipal code. No appeals or conditions beyond the engineered-stormwater requirement were recorded at the meeting.
