The council authorized acting as a fiscal pass‑through so the Macomb Area Convention and Visitors Bureau (CVB, also called 'Unforgettable Forgottonia') may apply for an invitation‑only Illinois Arts Council grant of up to $15,000.
Jack/ Jacques Headblade (S11), representing the CVB, described the quick opportunity and the group's plan to use a previously purchased cast for an Abraham Lincoln sculpture as part of the project. The CVB is a 501(c)(6) and therefore needs the city to serve as a 501(c)(3) pass‑through; the city has previously assisted with similar arrangements. The grant writer's memo and application materials were in the council packet. City staff said there is no required local match for this grant and that because the funds are not federal, a single audit should not be triggered.
Council moved, seconded and approved the pass‑through authorization on roll call with all ayes.
