Warrenville council approves consent agenda and procedural code changes; directs landscaping contract renewal

The Warrenville City Council approved a slate of routine measures and directed several staff actions at its Feb. 2 meeting.
By omnibus roll-call vote the council approved the consent agenda, which included: two vehicle lease agreements and the disposal of two surplus vehicles; a temporary use permit for Warrenville Park District special events for 2026–2028; an intergovernmental agreement with the suburban bus division (PACE) for paratransit services; professional services agreements with Engineering Enterprises Inc. for sanitary sewer maintenance bid documents and preliminary engineering related to an Aurora Water System emergency interconnect; a municipal partnership agreement with the DuPage Convention and Visitors Bureau; and tourism/hotel tax grant awards for fiscal year 2027 totaling $134,614. The consent agenda also included a grant request from the Warrenville Historical Society to partially fund a director/curator position for up to $25,000 and invoice approvals listing $165,979.77 for invoices paid through Jan. 21, 2026, and $1,388,631.04 for invoices due through Feb. 17, 2026.
During the presentations section the council directed staff to prepare a first amendment to the Siebert Landscaping mowing and landscape maintenance contract, exercising the first of three 1‑year extension options with a 1% price increase (about $1,300 annually). That motion passed on a roll-call vote.
Council also moved to direct the city attorney to draft ordinance language to clean up inconsistent code sections (including mayoral voting language and the local two-reading requirement for ordinances) and a resolution formalizing the city’s public comment policy (clarifying a customary three-minute rule and conduct expectations). The motion was approved by voice vote.
Finally, Alderman Berry moved and the council voted to enter closed session under 5 ILCS 120/2(c)(1) to discuss personnel matters; the roll call recorded unanimous 'Aye' votes and the council recessed to closed session with no further open-session business expected.
