Zion council approves grants, leases and equipment purchases; tables Start Early fee-cap request

At its Dec. 16 meeting the Zion City Council approved a slate of routine and project-specific items, including grant applications, lease renewals, procurement contracts and zoning actions.
The council passed a resolution to apply for Lake County Community Development Block Grant (CDBG) funds to assist with sidewalk replacement and ADA ramp installation; staff said the grant would provide $100,000 toward an estimated $130,000 project. The vote was unanimous.
Council also authorized the local match and participation in a Surface Transportation grant for improvements to 33rd Street (Galloway Avenue to Sheridan Road). Staff said federal funding is estimated at $1.3 million and the city's share would be about $395,000; the resolution to authorize the match and prioritize the application carried.
Multiple small right-of-way lease renewals (18th Street, 22nd Street and 23rd Street parcels) were approved. Staff presentations said the leases preserve parking and access arrangements for private owners.
Public safety approvals included a five-year service agreement for the I Am Responding app, which sends incident information to firefighters and paramedics, and approval to order a replacement ambulance through the HGAC cooperative purchasing program. The ambulance cost presented to the council was $350,000.88; staff said the power-load stretcher system will be purchased separately and staff will seek possible grant funding.
The council considered a request from Start Early to cap building-permit fees for a proposed early-childhood center. After discussion about process, fairness and the late submittal of complete fee documentation, a motion to table the request until Jan. 20 carried unanimously. In related action the council approved easements needed for the Start Early site (stormwater detention, utility access and temporary construction easements).
Zoning and planning measures — including plats of consolidation for several properties — were approved following Planning & Zoning recommendations. The meeting concluded with routine departmental commentary and holiday announcements; the council adjourned after unanimously approving the day's motions.
