City staff outlined a proposed intergovernmental agreement with Western Illinois University to continue recording and livestreaming public meetings and asked the committee to schedule the agreement for final action at the next full council meeting.
"So, our last IGA between the city and Western took effect in 2011," staff member Scott said, noting the agreement had not been updated in 14 years. Scott said the proposed contract would run five years and then renew annually thereafter, and that Western requested a small increase in the monthly payment from $1,000 to $1,200 — an amount Scott said would fit within the city's budget.
Scott said the proposal largely mirrors what was presented to the general government committee on Aug. 27, with language cleanups and a modest fee adjustment. He also noted that Mark Twitchell from Western was operating in the city's booth as part of the arrangement.
The chair said the agreement would be placed on next Monday's city council agenda for final action; no final vote occurred at the committee meeting. The committee did not move to approve the agreement at this meeting, instead forwarding it for consideration by the full council.
If approved by the full council, the IGA would continue the university's role in recording and livestreaming city meetings under the updated terms described to the committee.
