Macomb council revokes one rehab award, adopts multiple FY'26 residential rehab resolutions with program limits

The City Council revoked a prior grant resolution after the original contractor was unable to perform, and then adopted multiple FY'26 residential rehabilitation resolutions to accept properties into the city's program.

Miranda Lambert told the council the original contractor could not perform; staff had obtained two additional quotes and the replacement bids met program deadlines. "The contractor was not available... with the quotes he received, they are able to meet the deadlines," Lambert said, describing the need to revoke the earlier award and reissue the application to a new bidder.

Council adopted resolutions for Wilbert Cole and for several other applicants. Council members noted program limits: the city will pay up to 90% of TIF-eligible costs or $5,000, whichever is less. Staff said one project's cost rose from roughly $3,400 to $4,410 under the new quotes but remained within the grant program parameters. For one rental property, council made adoption contingent on a certificate of inspection from the rental housing inspector certifying compliance with the rental housing program.

Votes were recorded for each resolution; one recusal was noted during roll call. The council moved, seconded and approved the measures in sequence.

Staff will proceed with the revised award process and implement the rehabilitation projects according to program rules and inspection requirements.
