Macomb council okays Ameren road-use agreement for lay down yard at Deer and Grant

The Macomb City Council voted to authorize a road-use agreement with Ameren Illinois that permits the utility to construct a lay down yard at the northeast corner of Deer Road and Grant Street to stage materials and equipment for planned transmission-line upgrades.
City staff explained the lay down yard is the first stage of Ameren’s upgrades; the company will use a negotiated route that confines heavy truck traffic to Deer Road. "They will not go down West Grant; they're not authorized to go down and use West Grant according to this agreement," staff said. The city's attorney altered the draft agreement to require Ameren's inspector (Volkert) to deliver inspection reports within 14 days of each inspection, rather than waiting until the end of the project.
A resident, Autumn River Ghezi, asked whether trucks would have a turnaround on Deer Road; staff replied that Ameren owns the corner parcel and crews will use the lay down yard for turning and staging. Staff also described monthly road inspections by Volkert; if damage appears between inspections the city can call Ameren to arrange repairs.
Council members moved and seconded the measure and approved the agreement by roll call. The agreement includes the routing restrictions and the contractor-inspection/reporting regime negotiated by the city attorney; staff said meetings with Ameren and the inspector were scheduled to begin pre-construction work.
The motion carried on a recorded vote.
