Council approves street, drainage and engineering contracts, appoints deputy liquor commissioner and proclaims MS Awareness Month
Summary
At its March meeting the Washington City Council unanimously approved a set of contract awards and authorizations — including a $1.51 million Catherine Street excavation contract, a Dewberry engineering agreement not to exceed $99,005, a drainage change order up to $175,000, and a traffic-calming purchase order not to exceed $30,000 — and took routine actions including an appointment and proclamation.
The Washington City Council unanimously approved multiple contracts, authorizations and routine actions at its meeting.
Major actions approved by the council (all motions passed unanimously):
- Catherine Street Reconstruction Project Phase 3 — contract award to proceed with excavation at $1,510,944.60. Motion by Alderperson Smith; second by Alderperson Sluder.
- Citywide facility needs study (engineering agreement with Dewberry) — approve Phase 1 tasks (1–3) at a cost not to exceed $99,005. Motion by Alderperson Smith; second by Alderperson Ernst.
- Drainage Priority Project No. 5 — approve a change order (original contract with Stark Excavating, $3,398,988.01) with an additional not-to-exceed amount of $175,000 to complete milling and overlay work.
- Purchase authorization for a solar-powered rectangular rapid flashing beacon (RRFB) with overhead light — authorize Laser Electric to install and commission a unit at a cost not to exceed $30,000 (low quote roughly $27,500); motion by Alderperson Sluder; second by Alderperson Moss.
- Resolution to release committee-of-the-whole executive session minutes for 01/01/2025 through 12/31/2025 — clarified that the resolution does not authorize destruction of minutes or recordings.
- Appointment: City Administrator Fagan Shue was approved as deputy liquor commissioner (motion by Alderperson Smith; second by Alderperson Johnson).
- Proclamation: Council proclaimed March as Multiple Sclerosis Awareness Month following a reading of the proclamation; the council voted to adopt the proclamation.
Ceremony: Police Chief Jeff Stevens introduced and praised the newly sworn deputy chiefs. "These men are true servant leaders," he said during the swearing-in ceremony.
All votes recorded during the meeting were unanimous (8–0 in favor where a vote was called).
