Council reauthorizes FY27 TIF programs, approves grants and Marion Heights amendment

The Marion City Council voted to reauthorize fiscal year 2027 exterior-improvement programs across four tax-increment financing (TIF) districts, approved four TIF grant applications received through March 20, and adopted related ordinances to standardize grant terms across the Hub TIF, TIF 20, Residential TIF 1 and Residential TIF 2.
Staff described a consolidation intended to simplify eligibility: homeowners would remain eligible for grants covering 75% of project costs up to $5,000; landlords would be eligible for 50% up to $5,000; and commercial façade projects would be eligible for a 50% share up to $10,000, all across the four districts. Staff said the consolidation was designed to reduce confusion about which TIF covers which property and to streamline administration.
During the presentation staff noted that, while a direct causal link cannot be proven, the city’s TIF programs have coincided with about $3,000,000 in residential and commercial improvements in prior years. The staff presenter said Hub TIF has about eight years remaining under its current term unless extended by the state legislature.
Council also approved the fourth amendment to the Marion Heights 2 redevelopment agreement, which adds eight parcels the developer is turning into eligible project costs. Staff said the city attorney has verified $8,300,000 in project costs and that the developer’s contract cap is $9.2 million; the amendment would bring the developer close to that cap.
Action and votes: The ordinances and grant approvals were moved and seconded and passed on roll call. The Marion Heights amendment was moved and approved as presented.
What happens next: Staff will implement the consolidated program guidelines, process the approved TIF grant applications and, where applicable, return with bond or legal documents needed to effect the Marion Heights amendment.
