Multiple members agreed to explore making minutes more general; some suggested using automated summaries to reduce perceived bias, while others warned automated tools can introduce errors and remove useful nuance.
Commissioner Collin reported consulting the city's IT provider, Connecting Point, about a secure, view-only copy of closed-session minutes on a local server with watermarks and audit logs so commissioners could review records without public dissemination. Staff and legal counsel discussed options including reviewing closed-session minutes in closed session immediately before a public meeting or keeping them accessible only in-person at city facilities.
On a separate agenda item after returning from executive session, the council voted to release executive-session minutes for the following dates: 04/18/2022; 12/19/2022; 09/05/2023; 11/06/2023; 10/21/2024; 12/02/2024; 08/07/2025; and 08/11/2025. The vote was taken by roll call and carried.
The council did not adopt an ordinance to make closed-session minutes broadly available online; members expressed differing views about whether any online access is appropriate. Legal counsel advised caution about broad online release and emphasized controlled review and approval processes. The council agreed to pilot more general minutes and additional review options rather than posting closed-session minutes publicly.
