Staff described recent damage — including a motorized-mini-bike incident that damaged restroom surfaces — and advised that while ordinances can set restrictions, enforcement capacity is a constraint. "If it's the will of the board that we want police officers in the park, which is what it would take to have statutory abilities to cite and detain," staff said, noting budgetary and staffing implications.
Trustees and staff discussed a menu of tools: closing park hours (one commonly suggested time was 10:00 p.m.), restricting gatherings over a set size by permit, improved signage, additional cameras, stepped enforcement and contracting private uniformed security. Staff provided sample cost context: local private-security coverage was estimated in the neighborhood of $75,000–$90,000 per year at roughly $40/hour for weekday coverage and higher rates for holiday/special events, while police overtime rates would be substantially higher.
Views diverged: some trustees supported an age-based restriction (unaccompanied minors after dusk), while others urged time-limited closures and stronger enforcement of existing rules rather than a broad ban. Several trustees recommended more active CSO patrols, better signage and initial use of private security during peak months. Staff said it would draft an ordinance that includes permit requirements for organized gatherings (25+ people in the draft) and return pricing/options for contracted security and an RFP for board consideration.
The board did not adopt an ordinance at the meeting but directed staff to prepare a revised ordinance for a 10:00 p.m. park closure option, draft permit rules for large gatherings, and solicit security bids for potential seasonal coverage.
