Public works committee backs drafting of electric-rate ordinance, approves MFT resolution and discusses concrete and sidewalk projects

After discussion about phasing and effective dates the committee voted to draft an ordinance based on the rate-study recommendations with a proposed May 1 effective date to align with budget cycles.
The committee approved the annual 2026 MFT resolution authorizing maintenance projects such as oil-and-chip materials, rock and asphalt/ concrete patching and curb-and-gutter work and agreed to submit required paperwork by the December deadline. S8 also described a potential budget project to replace oil-and-chip with concrete on a problematic Rock Hill curve to improve drainage and snow/ice performance; that idea will be developed for next year’s budget. Staff reported a resident had offered an easement to permit a sidewalk extension to Lockwood Drive; staff will investigate feasibility and costs.
Other routine items included well piping repairs, a lift-station pump replacement and holiday lighting checks. The committee approved a $15 residential credit for outside holiday lighting participants.
What happens next: Staff will draft the electric-rate ordinance and return with proposed ordinance language and an implementation timeline; staff will include culvert/concrete options in next year’s budget materials and will follow up on the easement offer for the sidewalk extension.
