City staff flag large Woodman median sinkhole; CIPP repair under consideration and emergency meeting possible

Summary
Public service staff reported a 6-foot-diameter sinkhole in the Woodman median caused by a rusted 32-inch corrugated pipe; staff said a cured-in-place-pipe (CIPP) contractor is evaluating feasibility and may request an emergency council meeting to authorize immediate repair to avoid lane closures.
Public Service Director Beth Moore told council that heavy spring rains exposed a significant sinkhole in the Woodman median north of Burkhart. Staff showed photos and said the corrugated 32-inch pipe appears largely rusted away in spots and that the hole extends close to the edge of pavement.
Moore said the city invited a contractor who specializes in cured-in-place pipe (CIPP) evaluations; CIPP is a trenchless rehabilitation method that can reduce excavation and traffic disruption if the pipe is repairable. If the pipe is beyond repair, staff said the alternative would be open-cut replacement requiring full excavation and significant traffic pattern changes.
Moore said staff are monitoring the hole multiple times daily and expect a contractor feasibility determination and cost estimate by midweek; if CIPP is feasible, staff plan to request an emergency council meeting to enter a contract so repairs can proceed before the hole worsens and lanes must be closed.
