The council also adopted Ordinance 4049 to install a four‑way stop at North Russell and West Cox Street following neighborhood requests and staff review noting children crossing in the area; the change was described as a safety benefit for pedestrians and school routes. All related motions passed unanimously.
The votes allocate existing budgeted and grant funds for the overlay and direct the street department to proceed with procurement and scheduling of work and equipment.
