"Doris came very passionately and spoke to us last fall," the mayor said, and council members agreed the memorial should proceed while coordinating with public‑works staff on placement that meets safety and visibility requirements. The resolution states the purchase and installation costs will be borne by Miller and the city assumes no financial responsibility for the marker.
Council members voted by roll call to adopt the resolution. The mayor said staff will coordinate placement logistics with Miller's representatives and the city's street superintendent to ensure compliance with maintenance and safety standards.
