Richmond accepts $200,000 CDBG for Liberty Place Recovery Center; city to subaward operations

The Richmond Board of Commissioners approved two related items to support Liberty Place Recovery Center for Women.
On second reading the commission adopted Ordinance 26‑11, amending the FY2025–26 budget to include $200,000 in unanticipated Community Development Block Grant (CDBG) revenues. The ordinance specifies $190,000 for public services and $10,000 for administration.
Shortly after, the commission adopted Order 26‑54, which authorizes the mayor and city attorney to sign any additional documents required by the Governor's Office for Local Development and authorizes the city to enter a subrecipient agreement with Kentucky River Foothills Development Council to assure operation of the project. The order designates the city's commitment to work with Kentucky River Foothills Development Council to seek funding should cost overruns occur.
Both measures passed on roll call with unanimous support. The actions enable the city to move forward with implementing the grant‑funded services for Liberty Place and finalize subrecipient arrangements.
