One trustee emphasized that retention of local businesses and ‘‘economic gardening’’ often yields most growth, while another urged that the person should be results‑oriented and measured against specific goals. Several trustees suggested a phased approach: budget for the position in the next fiscal year while piloting communications and PR support via short-term contracts to test priorities and outcomes. Staff was directed to refine the job description, clarify measurable outcomes, and bring the position through the budget process for formal approval.
