Swansea board accepts multiple fire and police civilian resignations

The Swansea board on March 19 accepted resignations from three fire department members and two police civilian administrators, the village announced during committee and regular session.

Chief Little (the fire chief) told the personnel committee that Kevin Schenari — a long-serving firefighter with roughly 27–28 years of service — had submitted a request to retire and resign in good standing, and the board asked staff to thank him for his service. Chief Little also reported Ben Sullins, who spent about 13 years with the department and is relocating to Missouri for full-time work, and Vince (Vincent) Scott, an active-duty airman who received new military orders, had resigned. The committee moved to forward those resignations to the board and place them on file; the motion carried in committee and was later accepted in regular session.

Chief Lumbert, who presented two police civilian-administrator ("CPA") resignations — Danielle Bagby and Maisha Fisher — told trustees his department has experienced substantial turnover among part-time civilian staff, noting roughly 24 CPAs have cycled through the department since 2018. “That’s a lot of time and effort spent in training costs,” Chief Lumbert said, describing repeated hiring and training as the rationale for proposing a single full‑time civilian position to provide continuity.

Trustees accepted the CPA resignations and placed all letters on file with regret. No full-time hire was approved March 19; trustees asked staff to bring refined job descriptions and a budget estimate back through the personnel and finance process for further consideration. The board recorded the regular-session acceptance of the multiple resignations by voice vote.
