Caleb Shannon presented the agreement, explaining the city constructed a 12-inch sewer as part of the light-industrial area project and the final construction-based assessment to affected parcels totals approximately $306,005.62 (staff noted a clerical $30 error in mailed notices that has been corrected in the final figures). The assessment applies to several parcels owned by Tri Cities Development Company and JC Structures; staff said the city had been coordinating with those property owners during the project.
No members of the public rose during the public hearing portion. Mayor Pro Tem Torelli moved to adopt the resolution and authorize the city manager to sign the final agreement; the motion passed unanimously.
Staff characterized this as the final step in the latecomers process: the preliminary latecomers agreement had been signed previously and this final agreement is based on actual construction costs and assigns reimbursement obligations to identified parcels if they connect to the sewer within the period specified in the agreement.
