West Richland resident urges council to prioritize safety and recruit businesses to boost revenue

Tex Bender, a West Richland resident, told the City Council on March 17 that he moved to the city for its safety and freedoms but has grown concerned about enforcement and services. "We chose West Richland because it was one of the safest cities in the state," Bender said, adding, "we're seeing crime rates going up." He praised police response to a recent burglary near his home but said the city appears to be losing officers and that traffic laws are not being followed.
Bender urged the council to prioritize core infrastructure and public-safety spending over amenities. "We don't spend on luxury items till we take care of what we have," he said, urging maintenance of roads, water and sewer systems. He said the city should recruit retail businesses that quickly generate sales tax revenue — specifically naming fast-food or similar outlets as examples — to reduce reliance on property taxes.
Council members acknowledged the comment and thanked Bender for participating. Staff and elected officials reiterated that the council will consider community feedback gathered through a city survey when addressing budget priorities and services.
The council took no formal action during the public-comment period; the meeting continued with staff and council announcements and was adjourned later that evening.
