Barry County approves Drain Commissioner actions, scrap-tire grant MOU and routine payments

The Barry County Board of Commissioners on March 10 adopted two resolutions authorizing legal action by the County Drain Commissioner under Part 307 of the Michigan Natural Resources and Environmental Protection Act and approved several routine financial items.
The board unanimously approved the consent item to accept the Feb. 24, 2026 meeting minutes on a motion by Commissioner Bruce Campbell, seconded by Commissioner David Hatfield.
On financial matters the board approved prepaid invoices totaling $2,984,432.17 (moved by Commissioner Jon Smelker; seconded by Commissioner Mike Callton), claims in the amount of $73,535.47 (moved by Commissioner Bob Teunessen; seconded by Commissioner David Hatfield) and commissioner mileage reimbursements of $565.83 (moved by Commissioner Mike Callton; seconded by Commissioner Marsha Bassett). All motions carried with the recorded Ayes: Bassett, Callton, Campbell, Getty, Hatfield, Jackson, Smelker and Teunessen.
The board also approved a Memorandum of Understanding with Eaton County for the 2026 EGLE Scrap Tire Grant and authorized the chair to sign. That motion was moved by Commissioner David Hatfield and seconded by Commissioner Bob Teunessen and carried with the same recorded Ayes.
County Drain Commissioner Jim Dull requested two resolutions related to special assessment districts. The board adopted Resolution #26-10, authorizing legal action to amend the Pine Lake Special Assessment District boundaries under Part 307, on a motion by Commissioner Bob Teunessen, seconded by Commissioner Jon Smelker. The board also adopted Resolution #26-11, authorizing legal action to establish the Podunk Lake Special Assessment District under Part 307, on a motion by Commissioner David Hatfield, seconded by Commissioner Bob Teunessen. In both roll-call votes the Ayes were Bassett, Campbell, Getty, Hatfield, Jackson, Smelker and Teunessen; Commissioner Callton was listed as absent for those votes.
The meeting recessed briefly at 9:54 a.m. and reconvened at 10:04 a.m. The board adjourned at 11:16 a.m.
