Oak Harbor council approves consent agenda, reappoints Carrie Stuckey and clears Chamber voucher with recusal

Councilmember Wiggenstein moved to approve the meeting agenda, Romero seconded, and the motion passed unanimously. Council then handled the consent agenda: Councilmember Stuckey asked that item H be pulled for separate consideration. Councilmember Peterson moved to approve the remaining consent items (A–G and I); that motion passed unanimously.
Item H concerned the reappointment of Carrie Stuckey to Parks and Recreation Commission position 1. Councilmember Stuckey stated she is married to the appointee and would not vote on the matter. A motion to approve item H (moved by Councilmember Wiggenstein and seconded by Councilmember Arms) passed with six yes votes and one abstention.
Later the council considered accounts-payable vouchers that included payments to the Greater Oak Harbor Chamber of Commerce. Because Councilmember Marshall is the Chamber’s executive director, he stated he would recuse himself and did not participate in the vote. Councilmember Peterson moved to approve the voucher list, Wiggenstein seconded, and the motion passed with six yes votes and one abstention.
Council members also used the meeting to share updates and announcements: the mayor highlighted an online B&O tax resource and videos prepared by Finance Director David Goldman and communications staff; the fire department told the council it expects to staff a new station on June 1 and launch a paramedic program; and Parks & Recreation is hiring summer staff. Councilmember Merrill reported on Island Transit’s 1-, 5- and 10-year planning work, and council members asked staff to check whether the city maintains an idle fee for EV chargers (staff said usage fees exist but needed to confirm any specific idling fee; state law and posted signage restrict parking when not charging).
The meeting concluded after the voucher vote; the council adjourned at 5:57 p.m.
