West Bend commission previews e-bike and park-rule discussions as city updates traffic and park codes

Summary
Parks staff previewed upcoming updates to chapter 7 (traffic code) and chapter 20 (park ordinance) to clarify where different classes of e-bikes are permitted, noting enforcement challenges and that state trail rules may supersede local park rules on some routes.
Mike (speaker 3) told commissioners that the city attorney provided a draft chapter 7 traffic-code update relating to e-bikes and that the parks commission would be apprised when chapter 20 park-code language is developed so commissioners can provide input. “Chapter 7 is our traffic ordinance. Chapter 20 is our park ordinance,” Mike said, explaining the commission would not vote on chapter 7 but would have input on the park code.
Mike described three classes of e-bikes: class 1 and class 2 top out at about 20 mph and are commonly acceptable on trails, while class 3 e-bikes can reach higher speeds (around 26 mph) and raise enforcement concerns. He warned that enforcement could be difficult but that having an ordinance provides police a means to act when problems arise. He also noted that the Isle of Van (state) trail has separate rules that the city cannot change.
Commissioners discussed whether higher-powered e-bikes or small electric motorcycles should be excluded from trails and parks; staff said the chapter 7 draft and later chapter 20 language would be circulated to commissioners for comment before any final action.
