Parks staff on March 26 told the commission they have secured an anonymous $500,000 commitment toward the city’s planned skate park, but the gift is a matching grant that requires the city to raise an equal amount.
Ryan (parks staff) said the donor’s $500,000 commitment is not a grant without conditions. "It's a matching grant," he said. "It's not free money. We have to come up with the matching $500,000." Ryan added that $500,000 would cover roughly half of phase 1 of a proposed 9,000-square-foot concrete skate park.
Mike (parks staff) said Trilogy Consulting is preparing an impact-fee analysis for park impact fees and that the commission will be involved in evaluation and approvals. He said the city attorney gave a green light that impact fees may be used for skate-park development provided the amenities meet impact-fee eligibility. "Next month or soon, we will be bringing a request to the commission to use impact fees for the skate park development," Mike said.
The commission did not vote on using impact fees at the March 26 meeting; staff framed the announcement as a funding milestone and said details on matching funds, the donor agreement and the proposed use of impact fees will be presented in a future agenda item.
