Monroe County Auditor Brianne Gugory presented a consolidated reversion report and an updated fiscal overview to the Long Term Finance Committee on March 31, saying the reports are intended to give the council a clearer, fund‑by‑fund look at unspent budget authority and near‑term cash flows.
Gugory said the auditor’s office consolidated data across fiscal years to show reversions for selected funds and identified personnel lines as the area with the largest, recurring reversions. “We are doing better than we have in previous years as far as budgeting more accurately,” she said, adding that staff can provide detailed fund‑level reports on request.
The auditor’s fiscal snapshot, prepared as of late March, compared beginning cash balances, revenues and expenditures across levy funds and quarter‑one activity. A county finance analyst noted a small year‑over‑year decline in Q1 revenues (roughly a 3.18% decrease in the quarter‑to‑quarter comparison shown) that was largely explained by timing and two grant‑related account lines; staff also said levy‑fund expenditures per point are at recent lows.
Gugory noted the treasurer’s benchmark is to target about a 4% return on cash holdings. Council members asked for more detailed breakdowns focused on frozen levy funds, income‑tax funds and interest/revenue line items — including documentation supporting a multi‑million‑dollar miscellaneous/interest figure cited during discussion — and requested that the auditor share the underlying spreadsheets and the LIT sandbox tool with the full council.
Auditor staff said the reports will be updated quarterly and offered to present the materials again to the full council or in department updates.
