After discussion, the council did not delegate award authority to staff. Staff said they would keep the current process, notify applicants that awards are likely to be known around May and consider workflow adjustments for next year to avoid the timing bottleneck.
The council asked staff to pursue organizational improvements to reduce delays in future cycles and to present any proposed process changes for council consideration before implementation.
