Council reviews $400,000 design amendment for Broadmoor Harris Road realignment and intersection work

Director Sarah Weir presented Amendment No. 6 to the city's professional services contract with PBS/Apex to complete design, bidding and construction support for the Broadmoor Harris Road realignment and other intersection improvements.

Weir explained the Broadmoor TIF program has funded multiple corridor and grading projects, and the amendment would allow the consultant to finish design and proceed to bid for the Harris realignment that will create a straighter north'south connection to Sandifer with a signalized intersection aligned to Road 103. She said the amendment amount for this package is for just under $400,000 and that funding will come from a combination of tax-increment financing and traffic impact fees, with defined maximums from each source.

Council members asked about the distinction between consultant amendments and construction change orders; Weir said amendments apply to professional services agreements while change orders apply to construction contracts, and explained the procurement approach used to phase consultant work with amendments as more certainty becomes available.

Weir provided a near-term construction timeline for Broadmoor corridor projects and said some temporary signals are already functioning with permanent signals and final work expected in the coming months. Council members expressed support for continuity with the same engineering firm and for completing the corridor work.

Staff will return with the amendment for formal council action as part of the consent or regular meeting packet.
