Engineer reports Sandy Street project 54% complete; water treatment plan about 60% finished amid likely new water-hardness rule

An engineering update presented to the Harswell Trousers Sewer Utility Board reported progress on multiple system projects and noted a forthcoming state-level requirement that may force design changes.
The chair introduced an engineering report for Mr. Evan White of Mid 10 Engineering. White said the Sandy Street Road project was "about 54%" complete and that tank sandblasting with a preferred vendor is scheduled and expected to finish before June 30. Easements are pending and the hydraulic model for the system is complete and correlates with other test data.
White also reported work on the water reservoir and EDA tank specifications and said the water treatment plant plans are "probably 60%" done. He warned of an anticipated law concerning water hardness that appears likely to pass and will require the plant design to include additional treatment equipment and chemicals: "They think it's gonna pass... it's for water hardness... it's more chemicals and more equipment," he said, adding staff are incorporating that requirement into the design.
Board members asked clarifying questions about who will manage compliance and how the new requirement will affect costs; staff said the vendor and design team are accounting for the change and that the board would receive further updates as specifications and bids move forward.
Separately, during the general manager's report the board heard that the utility has surplus vehicles and attachments it would like to sell; board members asked staff to confirm depreciation records and bring full specifications and depreciation schedules to the next meeting.
The board did not take formal action on the engineering recommendations at this meeting; staff will return with additional details and schedule updates at the next meeting.
