Staff to seek consent on Bel-Grade buffered bike lanes contract; Lakeside Industries is low bidder

Summary
Public works staff recommended awarding a construction contract to Lakeside Industries (~$609,496) for sections of the Bel‑Grade buffered bike lanes and an interlocal with Bellevue that would reimburse about $152,840; the item will be taken to the April 21 business meeting consent calendar.
Acting Deputy Director Brandon Buehler presented a proposed construction award and interlocal agreement for the Bel‑Grade buffered bike lanes project.
Buehler said the low bid for schedules B and C came in at about $609,496 and that the amount is within the currently approved budget. The interlocal agreement with the City of Bellevue would extend paving into Bellevue limits and have Bellevue reimburse Redmond approximately $152,840 for that portion of the work. "We're looking to come back on April 21 to the business meeting for consent," Buehler said.
Council members asked about the construction timeline and whether the plastic curb delineators and flag devices pre-purchased for the project tend to be struck by vehicles; Buehler said the product had been evaluated and that staff and project partners would follow up with analysis on operations and maintenance and safety expectations.
No final award vote took place at the committee meeting; staff will return with the contract on the council consent calendar on April 21.
