The Palm Springs Planning Commission on March 24 approved a two‑year time extension for a previously authorized one‑lot tentative tract map (TTM 38846) at 1875 North Palm Canyon Drive.
Staff told commissioners the tentative map and original development plans remain consistent with the city’s general plan and that the site has been maintained in good condition. The staff report said the applicant had coordinated with Desert Water Agency and Caltrans and recommended approval of the extension to allow the project to move forward.
Mark Grama, the managing member for Monahan Palm Canyon, told the commission the project has been delayed primarily by outside utility permitting and changing market conditions. "We did get a grading permit," Grama said, "but Southern California Edison has basically been the big hurdle along with DWA. I’m just at my wits end trying to figure out how to get them to move forward." He said SCE’s internal restructuring has stretched timelines for electrical approvals and that his sale or joint‑venture options remain contingent on SCE sign‑off.
Commissioners asked about expired letters of intent and whether architectural or site changes would require returning to the commission; staff said significant design changes would require an amendment and potentially additional review. Commissioners also noted Caltrans had been responsive on encroachment and grading permits.
Chair Wermick moved to approve the two‑year extension, a motion that was seconded and adopted in a unanimous roll call vote. The extension preserves the previously approved development parameters while the applicant continues to resolve agency and utility requirements.
