County approves Opportunity Fund loan, $675,000 RE grant contingent on lease, city staff say

City staff told the Forks City Council on Nov. 10 that County Commissioners have approved two items tied to local economic development: a $260,000 interest-bearing, five-year Opportunity Fund loan and a $675,000 RECOMPETE grant for electrical upgrades at the Industrial Park, contingent on an executed lease with Riverside Forest Products USA.
Attorney/Planner Fleck briefed the council and said the Opportunity Fund loan and the grant were approved by county action. Fleck noted the $675,000 grant is contingent upon an executed lease with Riverside Forest Products USA; council did not take formal action on the grant at the Nov. 10 meeting. Fleck also reported preparing to issue requests for qualifications (RFQs) for related projects and coordinating with other RECOMPETE grant recipients.
During the public comment portion of the meeting Lissy Andros, director of the Forks Chamber of Commerce, asked the council to "try to find a way to include repairs to the ICN Building in the 2026 budget." The remark was recorded during the budget hearing and will be among requests staff considers in budget development.
What happens next: Staff will proceed with RFQs and return to council with implementation details; the RECOMPETE grant requires an executed lease with Riverside Forest Products USA before grant funds can be used for electrical upgrades.
