Forks City Council rejects insulation bids for industrial park and authorizes MOU with Clallam PUD

FORKS, Wash. — The Forks City Council voted Feb. 9 to reject all bids for the ceiling insulation project at the Forks Industrial Park and to authorize a memorandum of understanding with Clallam Public Utility District to support next steps on the site.

Attorney/Planner Fleck told the council that the initial request for bids for the Forks Industrial Park ceiling insulation needed to be rewritten and reissued because the solicitation required revisions. On a motion by Council Member Soha, seconded by Council Member Kimball, the council voted to reject all bids and directed staff to reissue the request for bids.

Fleck also described a proposed memorandum of understanding with Clallam PUD tied to the industrial park. Council Member Soha moved and Council Member Patel seconded a motion authorizing the mayor and city staff to execute the MOU; the motion carried.

The council did not finalize contract awards at the meeting. Fleck said he would prepare any needed documents for staff to re-bid the insulation work and that the MOU would clarify roles with the utility. The council also discussed, but took no immediate action on, a separate request from Washington Women Lawyers to dedicate a courtroom in Port Angeles to Justice Susan J. Owens; Fleck said he would prepare a resolution for the council to consider at its next regular meeting or the first meeting in March.

Next steps for the industrial park work include staff revising the solicitation language, reissuing the RFB, and returning with bids for council consideration once the MOU and procurement documents are in place. The council adjourned at 7:59 p.m.
