Mayor Mayo Springhill explained the city's comprehensive plan is significantly out of date and that the planning commission is pursuing an update that would likely require 70—60% revision. The PUD grant would provide approximately $20,000 to help pay consultants and other technical work needed to complete the application and early planning tasks; the city must submit the final application by Dec. 5.
Councilman Colette moved to approve submission of the final periodic update grant application and Councilmember Darcy seconded; the motion passed with no opposition recorded in the transcript.
Why it matters: A comprehensive-plan update guides land use, development standards and long-range capital planning. Staff told the council that a full update could cost tens of thousands of dollars (staff cited figures near $70,000-$80,000 for a larger city's complete update), so this state grant would fund part of the work and allow Cosmopolis to engage experts to prepare materials required by the state.
