Shelley Harper read a resignation letter into the record at the start of the Feb. 4 council meeting, formally relinquishing Connell City Council position 6 effective Dec. 31, 2025, to assume the office of mayor that day.
Harper said she had not completed the “technical resignation” paperwork earlier and read the letter into the minutes so the resignation could be delivered to Franklin County elections officials. The letter states her council term for position 6 ran from Jan. 1, 2024, through Dec. 31, 2027, leaving the seat vacant for the remaining two years of that term. The letter in the record concludes, “Sincerely, Shelley Harper.”
The resignation was entered in the minutes and the chair said the city will provide the certificate to the county as required for processing. The council did not take a formal vote on filling the seat at the meeting; next steps and any appointment or special-election process will follow county and municipal procedures.
