Council hears sewer-line inspections, plans grant application and estimates $750,000 for commercial repairs

Public works reported recent camera work and cleaning contracts carried out by contractors (Iron Horse and Columbia Pumping) and compiled video evidence showing deteriorated concrete pipes with root intrusion and sidewall damage. "We did apply for grants ... about $2.015 million," staff said on the record, describing the application as aiming to reline or replace failing lines.
Staff said the $2.015 million grant request would focus on commercial-area lines that are eligible for economic-development RCCF funds; for the most severely affected downtown alleyways and sections (behind the tire center, parts of 3rd Street and both sides of 9th Street) staff estimated preliminary repair costs around $750,000 for the commercial segments (not including full construction contingencies).
Councilors asked whether quick patches were possible while seeking funding; staff said it depends on the line condition and that short digs to replace small failed sections are an option in some places, while full relining is more cost-effective for longer runs. Staff also noted USDA loan options exist but said the city preferred grant and RCCF funding where eligible.
Staff offered to provide video footage and a mapped report of problem locations to councilors and said they will pursue the grant application and prioritize repairs if partial funding is secured. No formal vote was required on the funding strategy at this meeting; staff will return with further budget details and contract requests as projects move to procurement.
