Council considered a motion to approve the appraisal work performed by Vowel Bridal Property Advisors. Staff said they had searched for qualified appraisers and that this firm was the only viable candidate found in the region; timing was a factor because the final grant application to the Department of Ecology must be submitted in March. Council confirmed the appraisal is a personal-service engagement (no formal procurement requirement) and that the necessary funds are available in the general fund.
A councilmember asked whether additional bids were required and whether funds existed; staff replied the procurement rules for a personal service do not require multiple bids and confirmed funding from the general fund. The motion was seconded and passed by recorded vote on the council floor.
The appraisal is intended to finalize values used in the grant application; staff said the appraisal will allow the city to complete its final Ecology submission on schedule.
