Tara Dunford, the city's CPA (appearing online), told the council the difference between the ordinance as drafted and an option with a 0% increase amounted to $222 for the city as a whole. "The actual dollar impact on the city's budget is truly only $222 this year," Dunford said, explaining the figure reflects administrative refunds and the city's cash‑basis accounting.
During the roll call, Councilmember Skinner voted yes; Councilmember Wynne voted yes; Councilmember Spargo voted yes; Councilmember Colette voted yes; Councilmember Darcy voted no. Mayor Screener announced the motion passed 4–1.
Dunford also reviewed other elements of the preliminary budget, including an increase of $6,500 to the emergency dispatch budget tied to a contract and a $120,000 net budget amendment needed in the sewer fund to reflect past due payments and accounting corrections. She said the council will have a second, final public hearing on the budget currently scheduled for Dec. 4.
During public comment, residents asked for a clearer overview of the municipal building's timeline and costs; Mayor Screener offered to present that information at an upcoming workshop.
