Connell council approves lease amendment to keep Clark Park land in city use

Connell City Council voted to amend a 2013 lease so the city can continue maintaining and using a parcel at 310 East Clark Street as part of Clark Park.
Marissa, a city staff member, told the council the parcel’s owner changed the business name on the title (from Simmons Brothers to a new entity listed as Calixis) and recommended approving an amendment so the lease remains in force. Marissa said, “Nothing changes other than the name.”
Council members were told the arrangement requires the city to mow and maintain the area in exchange for continued use; staff warned that cancelling the lease would likely lead the owner to stop maintaining that portion of the property and “kill off all that grass,” requiring removal and relocation of park fixtures such as swing sets. The parcel is used as part of Clark Park, which includes soccer fields and playground facilities.
A council member moved to amend and rescind the prior contract language so the lease could be reissued to the new business name; another council member seconded the motion. The motion passed and the council authorized staff to finalize and execute the amendment and send it to the property owner for signature.
The agreement keeps the 2013 terms in place, including the 180-day notice provision for termination, and does not change the city’s maintenance obligations beyond continuing to mow the parcel. Staff will complete the administrative steps to record the name change and return the signed amendment to the council if further action is required.
