Monroe council approves Short Columbia Utility Project contract (202406) and begins lien period

At the March 10 council meeting, Councilmember Fulcher moved to accept contract number 202406 for the Short Columbia Utility Project phase 1 and to begin the 45‑day lien period; Councilmember Gamble seconded the motion. After a short discussion with Public Works staff about prior neighborhood impacts and contract timing, the council voted to approve the contract unanimously (7–0).
Public Works staff explained contracts are awarded by low bid and noted working‑day schedules in contracts; if a contractor exceeds the contracted working days they may be subject to liquidated damages. Staff said the two referenced neighborhood projects had not exceeded the working days in the contract. The approved motion authorized the city to begin the 45‑day lien period and to release the contractor’s retainage bond upon filing the notice of completion and receipt of required State of Washington releases.
Councilmember Fulcher raised communication concerns after hearing from neighbors about differing completion dates provided by staff and asked staff to improve transparency on contract timelines; staff agreed to follow up and provide additional communication to affected residents.
