Tumwater’s City Council voted March 17 to adopt Ordinance 2026-001, approving the annexation of two owner-initiated parcels at 93rd Avenue SW and Case Road into the city. The motion to adopt the ordinance was made by Councilmember Eileen Swarthout and seconded by Councilmember Megan Sullivan; the motion passed on a voice vote.
Dana, a city staff member presenting the proposal, said the parcels total about 11.8 acres, are undeveloped aside from a residence and accessory buildings, and lie inside Tumwater’s urban growth area. She said the applicants agreed to accept the city’s zoning and their fair share of indebtedness as part of the annexation process. The parcels are presently served by East Olympia Fire District; that service will change following adoption.
The staff presentation traced four prior steps in the annexation process, including review by the Boundary Review Board and previous committee briefings; staff told the council the city received a letter of approval from the Boundary Review Board and that adopting a resolution was a prerequisite before ordinance adoption. Dana asked the council to adopt Ordinance 2026-001 to complete the annexation step.
Councilmember Swarthout moved adoption and Councilmember Sullivan seconded. After brief discussion for geographical clarification from Councilmember Peter Agabe, councilmembers voted in favor and the ordinance was adopted.
No amendments were made at the meeting; staff said applicants would be notified and staff would proceed with the ministerial steps needed after adoption. The council did not provide a roll-call breakdown of individual votes beyond the unanimous voice vote recorded at the meeting.
The annexation is effective per city procedures upon completion of required administrative steps; staff will follow up with applicants and affected service providers about the change.
