RSU 16 advances $499,900 CIP request for roof and repairs; modular camera purchase deferred

John told the budget committee that a contracted engineering assessment identified a multi-year program of capital projects and that the district’s CIP has historically been underfunded relative to recommended replacements.
"When you look at 16–17 based on those plans, that year we should have done $1,200,000 worth of fixes and repairs," John said, describing charts where green indicates budgeted amounts and red actual expenditures. He said the district did $461,000 of work in a year when engineers recommended roughly $1.2 million.
John proposed asking for $499,900 in Article 17 for next year, funding the next of four payments on the high school roof and several other projects including two sets of floors at PCS, exterior doors and a fenced pre-K playground at Minot. He warned the committee that CIP has served as the district’s emergency fund and that there are now tradeoffs between using CIP and increasing repairs-and-maintenance lines.
John also drew attention to insurance and water-damage liability: "Because of our experience rating, with water damages in the district, we now have a $50,000 deductible per incident," he said, noting a recent pipe burst will likely require the district to cover costs out of CIP.
The committee discussed a previously approved modular camera item (about $300,000). Amy proposed pulling that TA from the table so members can see the modular item explicitly in the budget next week and determine whether payments can be spread out; the committee agreed to revisit it.
A committee member moved to accept Article 17 as written; the motion passed. Article 18 (to expend carryover amounts) was moved to approve contingent on actual carryover and recorded at least one abstention on the motion; the committee left final Article 18 funding to be set when the district knows carryover totals.
John asked the committee for guidance on CIP priorities and said staff will return with more detailed cost and financing options at future meetings.
