Council keeps preliminary plat for 39-lot subdivision remanded to planning commission, tables decision to Sept. 16

Council discussed a preliminary plat application from an owner seeking to divide an 11.51-acre lot into 39 lots and confirmed the item remains remanded to the planning commission for further study of housing density (duplex vs. single-family) and park needs.

Zach Prindle of the building department explained the procedural options: council may adopt the planning commission recommendation, take a closed-record review of the existing planning-commission record and make independent findings, remand the matter back to planning commission for additional work, or table the item. The council previously remanded the application to planning commission to investigate duplex density and park-related questions; staff said the item missed the most recent planning-commission docket but can be scheduled on the next available agenda.

Council members argued the remand’s outstanding questions should be answered before any final local decision. One council member asked to table the matter to ensure answers are available; the council voted to table further action and return the item to the planning commission docket so staff and the commission can respond to the two identified issues. The council set an expectation that information would be available to consider at the council’s second meeting in September (the meeting on Sept. 16 was referenced).

Next steps: Staff will work to have the planning commission address the density and park issues and return findings to council; the council took no final land-use action tonight and left the file remanded to the planning commission.
