Clerk presented consent calendar items including warrants, minutes approval and a resolution (No. 8591) to approve a third amendment to a professional services agreement with City Guard Inc. The council approved the consent calendar; the clerk recorded votes reflecting the mayor and council voting yes.
The city publicly opened one sealed bid for the Moneta Garden improvement project (Project No. 22-08). The lone bidder, Palp Inc. DBA XL Paving of Long Beach, submitted a price of $6,598,760. Council moved to refer the bid to staff for study and recommendation.
Separately, council discussed privately owned underutilized parking near downtown and the Marriott. Council directed staff to compile a list of privately owned but underused parking facilities and send cordial outreach to owners to explore voluntary public parking or other cooperation — a measure councilmembers said would help prepare for large upcoming events. The city attorney said some development agreements or conditions of approval could limit options and offered to research legal levers.
Other items passed or discussed included Caltrans Clean California grant requirements and appointments/stipends for community events. Council also approved adding Sanctuary of Hope and the Ramona Elementary PTA to the city's stipend list.
Next steps: staff will study the Moneta Garden bid and report back with recommendation; staff will produce the underutilized-parking list and draft outreach language; the city attorney will research code or agreement-based options related to private property parking requirements.
