Titusville board asked to review downtown usage table and consider fountain restoration

Member Moscoso asked the CRA on March 10 to have staff review the city’s downtown usage table and to explore whether additional uses should be permitted or restricted downtown. Moscoso also relayed interest from community groups and a local security officer in repairing and reactivating the downtown fountain as a public amenity.
CRA planner Sue Williams said a multi‑department team (code enforcement, sustainability, CRA) has researched the fountain and will present a formal proposal next week. Williams gave preliminary cost context, saying annual operating costs for the pool area are roughly $25,000 and that repairs appear to be on the order of $75,000; she added there are no current contracts related to the fountain and that a prior committee raised funds in the 1990s to address the issue.
Moscoso suggested involving local groups—including scouts and neighborhood teams—in any restoration project. Williams said staff will bring cost estimates and a 10‑year cost/savings analysis and noted she is coordinating with the city clerk’s office to confirm any contractual or historical constraints.
The request was made during the executive director’s report; no formal motion on the usage table or the fountain was taken at the meeting.
