The Forks City Council on July 14 approved routine minutes and a package of expenditures, accepted the terms of a donation from the Lloyd J Allen Trust and authorized the Forks Chamber of Commerce to hold a movie night at Tillicum Park.
Minutes and expenditures: the council approved the minutes of the June 23, 2025 regular meeting (motion by Gingell, second by Coleman). The council approved a set of payments (motion by Gingell, second by Soha) that the clerk described as including manual check 44583 for $10,473.64; payroll checks 44584 through 44602 totaling $140,242.29; claim checks 44603 through 44649 and EFTs included in a total amount of $197,995.16; manual check 44650 for $1,900.50; and travel checks 3754 through 3757 totaling $262.20.
Donations and events: Council moved (Soha, second Gingell) to accept terms of the Lloyd J Allen Trust donation; Mayor Tim Fletcher recognized the Trust's support for local projects including the hospital, city programs, an Olympic Discovery Trail connection and the Twilight Collection. The council also authorized (motion Soha, second Coleman) the Chamber to hold a movie night at Tillicum Park; Chamber Director Lissy Andros had provided details about the proposed event and said the Logging and Mill Tour has been very popular this summer.
Public comment and local concerns: Sarah Huling read previously filed comments and sought information about RECOMPETE grants. David Kearney asked for details about upcoming construction near Well 6. During council member reports, Soha noted the Homelessness Task Force asked whether a city employee could participate in an August discussion about tiny shelters; Gingell raised the use of Clallam County's share of the opioid settlement for Board of Health discussion and requested drug‑use and sobriety statistics for the council, pressed for action after a child's injury by a dog known to be dangerous and suggested lowering speed limits at the edges of town. Chief Rowley explained legal and procedural constraints related to the dangerous‑dog incident. Clerk/Treasurer Caryn DePew said the city will publish areas and a schedule for the upcoming chip seal project in the Forks Forum. Attorney/Planner Fleck suggested considering use of opioid settlement funds to support REAL (Recovery.Empowerment.Advocacy.Linkage) Teams, which have lost most state funding.
The council adjourned at 8:10 p.m. (motion Soha, second Gingell).
