The authority voted to engage McLeod Watts to prepare the OPEB actuarial valuation and GASB 75 reports for fiscal years 2026 and 2027 at an estimated cost of $6,275; the item was moved, seconded and approved unanimously.
Staff also presented Resolution 2026-03 to establish locations for public posting of notices (library and other consistent locations); commissioners suggested adding City Hall when feasible and the board adopted the resolution.
On a separate action, staff said a technical-assistance contractor (Mary Pinto) under an OWR4 grant is unable to continue because of a health issue. Staff proposed moving that work to the Del Norte Tribal Lands Food Council via Change Order 2. One commissioner abstained from that vote; the change order otherwise carried. Staff noted they could, if necessary, reduce the prior contract formally but did not anticipate billing issues.
Finally, staff proposed updates to the account clerk job description to clarify backup support for the office and gate manager and to make duties explicit ahead of recruitment for a departing employee. Commissioners emphasized consulting the union before advertising; the board approved the update with direction to notify the union and return if the union objects.
Staff will notify the union of the job-description change, finalize contracts per the approved change orders, and post required public notices as resolved.
