Rialet, assistant to the city manager, summarized the work plan and noted the plan to bring back a comprehensive council policy and procedures manual for December.
Member Park and others raised multiple governance concerns: the O30 public‑presentation process (a policy members said effectively requires staff or council cosponsorship before some public requests can be agendaized), revisions to meeting‑management rules, the council reconsideration policy (0‑42), and perceived limits on council member speech under new procedures. "O30 process is only the start," Member Park said, arguing it can limit residents' ability to place items on the agenda.
Members argued that accumulated policy changes and canceled meetings have created a backlog that the committee cannot handle under current meeting frequency and staffing levels. Some members suggested increasing meeting frequency or moving to a full‑time council model; others recommended more staff resources to support committee work. The city manager said staff will develop a plan and that a structured process for placing items on the Governance & Ethics agenda will be proposed, with majority committee support required to add items so staff bandwidth can be managed.
Public commenters urged faster conflict‑resolution work and expressed concern about civility at recent council meetings. The city attorney confirmed many of the governance items (0‑42 and 0‑55) are already on the work plan and said O30 could be added for further discussion.
The committee directed staff to schedule a special meeting (staff will try to secure a date before April 30) to work through the backlog and the outstanding performance review item; staff will explain in writing how the meeting date was chosen. The committee adjourned at 12:37 p.m.
